Yes. The video consultation is with Dr Ouali himself, it is free, and there is no obligation. If you would rather be seen in person before you decide, a face-to-face appointment can be arranged, and that one is charged separately.

You pay a 50% deposit to hold your date, or the full amount if you would rather settle it in one go. There is no in-house finance.
